  1. It seems there is a significant parallel between the 15 percent threshold here and the 15 percent threshold struck down in Williams v. Rhodes (1968). The latter was found to have unequally protected the Democratic and Republican parties from competition. Of course, that was a state law, and this is a measure imposed by the CPD. But it seems the rationale used to strike down Ohio’s signature requirement could be applied here, especially since no candidate 3rd party/independent candidate has crossed it since it was imposed. I wonder if Level the Playing Field et al. have pointed out this similarity.
