According to this story, the voters of Idaho chose four presidential electors for the state on November 8, 2016, who included two federal employees. Afterwards this was noticed, and the two electors didn’t show up at the December 19 presidential elector meeting. When electors don’t attend the meeting, they can easily be replaced, and they were replaced in this case. Thanks to Jim Riley for the link.
The secretary of state noticed that two of the electors were staff members of the US Senators from Idaho, and suggested to the Republican Party that they might want to review their eligibility. The SOS said that they might have a 1st Amendment right to freely participate in the political process, but that he might not choose the current election as a test case.
One of the electors was replaced by her husband, so she may have been present. Perhaps she “arrived” after she had been replaced. In any event, there is a certificate that the two remaining original electors had chosen the two replacements.
In most states, the remaining electors can fill vacancies. In a few, there is a full set of alternates, with a system for replacement. This was used in Minnesota where an amended certificate of ascertainment was issued. It claims that the replacement elector who had originally been shown as receiving 1,367,716 votes to be elected as alternate elector had received 1,367,716 votes to be elected as an elector. The original elector no longer officially exists.
In Georgia, the governor is required to notify all electors of their appointment. One elector was absent (pre-arranged). The other electors chose a replacement, and hand-delivered notice of their choice to the governor. The governor then acknowledged that they had chosen a replacement, and hand-delivered the notification of appointment to the replacement. Fortunately, everyone was in the same room.
