    5. Proportional Representation for all legislative body elections.
    6. NONPARTISAN Approval Voting for all elected executive officers and all judges.
    7. TOTAL separation of legislative, executive and judicial powers.

  2. Why don’t states just unilaterally switch?

    There are four combinations of how a State votes relative to the national popular vote winner, and the national electoral vote winner:

    (1) NPVW, EPVW. A state votes for the winner in both popular and electoral vote. No change for State.

    (2) NPVW, EPVL. No change in the electoral vote for the State, and the “wrong” result stands unless there are other unilateralist states, that have combination (3). But the state gets to feel ethically superior, plus there is experience in (trying to) count the national popular vote, as well as seeing if there are any problems due to non-uniform ballot access, voting practices, etc. There could also be consideration of whether there should be runoffs, or letting the House choose the President.

    (3) NPVL, EPVW. The state could flip the result to the “correct” result. If the system is currently broken, there is no further harm if it doesn’t.

    (4) NPVL, EPVL. The state would switch its electoral vote, increasing the electoral vote margin. Again no harm.
