Bill Schifino, Member of Florida Constitutional Revision Commission, Submits Proposal for a Semi-Closed Primary

Bill Schifino, a member of the Florida Constitutional Revision Commission, has submitted this proposed amendment to the Florida Constitution. It is proposal P62. The Commission will vote on whether to include this idea, in early 2018. The Commission has the power to put ideas for changing the state constitution on the November 2018 ballot.

Schifino’s proposal says that independent voters are free to choose any party’s primary ballot.

Currently, Florida has closed primaries, except that if only members of one party file for any particular office, then all voters can vote in that primary. Except for those special kinds of elections, Florida is the only state in the south in which independent voters cannot vote in any primaries.

  1. Ranked choice voting in single-winner districts which divides people into smaller districts in SF as promoted repeatedly by BAN, Free and Equal, FairVote and others has been a failure and has been counter-productive toward pure proportional representation.

    They have been promoting an ugly mathematical equation which excludes large numbers of people from being properly represented in government elections.

    The United Coalition on the other hand has been using pure proportional representation correctly for more than twenty-two consecutive years and it works fine.

  2. NO primaries.

    Basic PR in legislative bodies —

    Party Members = Total Members x Party Votes / Total Votes

    PV/TV = the P part of PR.

    Difficult only for ANTI-Democracy gerrymander oligarchs

    — having DARK AGE *AREA* fixations

    — akin to DARK AGE Earth = center of universe fanatics.

    — plus TOTAL separation of powers.

  3. I bet all the Independent Party voters would be surprised when they tried to vote.

    There is no reason for segregated partisan primaries in the first place. Are you familiar with the expression, “Pick Your Poison”

  4. The *official* primaries in 1888-1890 replaced the old time rotted boss gangster conventions.

    Obviously one had to have some sort of connection to a party to go to the party convention.
