At-large pure proportional representation (PPR) would likely be best voting system for Italy.
The United Coalition has been using PPR for more than twenty-three consecutive years and PPR works fine.
The agreement to count ranked choice voting paper ballots, will elect the 8th California Parliament to be recorded live as an educational documentary, and the 2018 election will be concluded on Earth Day, April 22nd, 2018, the California Parliament MPs to serve four years.
No plans for inclusion of more voting beyond April 22nd, unless agreement reached between the volunteer vote counters.

Update on California Parliament

The Monterey County Republican Party has determined that no Republican voters are interested in my campaign for establishing the pure proportional representation PPR system to the County Republican Party Central Committee so the ballot access in Monterey County is pretty much blocked through March 9th deadline.
The County Republican Party has already choosen their candidates, their campaigns reportedly financed by party boss Charlie Unger.
So the proportionalist candidates are splitting off from the Republican Party bosses on the county level.
But County Republican Party Central Committee elections are not held until 2020.
Meanwhile, the United Coalition sees opportunity in lower level election districts where one name vies in the June 5th primary, a coordinated write-in campaign is being planned. In these cases the write-in name can win the open ballot line for the November election.
With ballot access fees high, we expect a large number of districts to be ripe for targeting, and the United Coalition sees potential for a coordinated write-in strategy on June 5th, 2018.
The Monterey Republican Party does appear to be embracing the Earth Day humanitarian project, and so more write-in voters are expected to join from the Republican Party.
