3. In regard to the last sentence of Demo Rep’s posting . . . I once read a science fiction story in which completion of the term of office of all elected office holders was an automatic indictment for whatever done during their terms! As I recall, in the story, this strongly encouraged the office holders to be particularly honest and careful in performance of the duties elected to. Seems to me though such a policy would have to be coupled with term limits lest they be encouraged to continue in office forever.
