California Senate Passes Bill Outlawing Paying Circulators on a Per-Signature Basis

On May 31, the California Senate passed SB 1394 by 24-13. This is the bill that outlaws paying circulators on a per-signature basis. In the past, Governor Jerry Brown has vetoed similar bills. Ironically, the author of the bill, Senator Josh Newman, was recalled on June 5.
