Tony Quinn has this column at Fox & Hounds about the California U.S. House race, 50th district. Even though he has long been a strong supporter of the top-two system, he advocates that write-in space be restored to California November ballots for Congress and state office. Top-two supporters are responsible for the elimination of write-in space, which was done in 2012. Thanks to Scott Lay for the link.

California should permit write-in candidates, with a sore loser provision. The state constitution provides that the Top 2 advances to the general election, which implies that the also-runs do not participate in the general election runoff, but does not say that other candidates might run.
California could require a significant plurality for election (say 40%), which would permit a strong write-in candidate to force there way into a runoff where they could appear on the ballot. This would also permit other voters to express themselves without materially affecting most results.
California should also move the primary to September.
California could also permit election in the primary, though that would likely require a change in the constitution.
What if 1 or 2 of the top 2 winners in the primary become totally rotted AFTER the primary ???
