The candidate knew he didn’t have enough to cover the check. He may have filed before the deadline hoping that he could get the cash before the check cleared.
Nothing inspires confidence in a sheriff like knowing he kites checks, and the suit to knock him off the ballot was brought by a _former_ business partner.

I bet that if this had been a Libertarian, or Constitution party candidate, or some other minor party or independent or anti-establishment candidate, that this candidate would have been kicked off the ballot.
