On November 6, the voters of Miami passed a county ballot measure, County Referendum 5, making it illegal for anyone to pay circulators on a per-signature basis for future county ballot measures. The League of Women Voters of Miami helped promote this. It passed with 64%, but it likely unconstitutional. It does not even permit initiative sponsors to pay a bonus to high producers. Honorable IP Senator H.E. Mosharaf Chowdhury [Independent] of Ireland, and IP Senator James Ogle [One] of USA, agreed to work on the pure proportional representation (PPR) voting system under ranked choice voting (RCV) and the single-transferrable vote (STV) For Democratic Govt Systems.
In addition they have reached tentative agreement to require new construction of our buildings to use passive solar energy for free heating, lighting and cooling, and that the sun’s annual position changes will be the top priority for new building design considerations.
Finally, they agree to bring Gender Equality when it comes to Political Party Seats, in all countries.

Does this pertain to Miami petitions or statewide as well? So if you circulate a statewide petition in Miami will you be in violation of city law on a statewide ballot? I would think state law supercedes any local law. But if there is nothing on books statewide then it could be left to interpretation.

— counties being the hydra monster *arms* of the *state* – esp. for state trial court stuff.
IE- any FL regime law on the paying circulators subject ???
