Missouri Representative Dan Stacy (R-Blue Springs) has introduced HB 26. It would add a question on voter registration forms for an applicant to choose a party. It also provides that future primaries in Missouri would be closed. It says that parties that don’t wish to have closed primaries are free to nominate by convention, or by a primary with the election administration expenses paid for by that party.
Currently, Missouri has open primaries, and the voter registration form does not ask about party. Any voter is free to choose any party’s primary ballot. All qualified parties except new parties nominate by primary.
The bill does not say whether voters would be allowed to register into unqualified parties. And the bill drafter seems unaware that the U.S. Supreme Court has already ruled that parties have a constitutional right to invite independent voters into their primaries. That case was Tashjian v Republican Party of Connecticut. Thanks to Ken Bush for this news.

The implementation would have tbe SOS send lists of eligible voters to local election officials 6 months before a primary. This would not conflict with having voters registered with non-established parties.
The initial affiliation would mainly occur at the 2020 primaries, where a voter who selected a party at the primary would become affiliated with them. This is similar to the method used in Idaho, where most voters did not bother registering with the Republican party until a primary. Having a 6-month cutoff disriminates against new voters, and likely violates the 26th Amendment. So it is probable that unaffilated voters could affiliate at a primary. This would probably satisfy Tashjian.
The bill would also lock voters into a party for 12 months after a primary. That might not be constitutional.

Once all persons are equpped with embedded chips, registration or voting would no longer be necessary. Just run the scanner by the voter. It may be possible to do remote scanning, doing away with that clunky snail mail system you favor.
