Utah Representative Merril Nelson (R-Grantsville) has introduced HB 89, which gives the legislature a role when the Governor appoints a U.S. Senator following a vacancy. This article explains the proposal. The article contains the interesting information that the Utah legislature was the only legislature in the U.S. to reject the 17th amendment when the nation passed that amendment in 1913. Repeal the 17th Amendment. Senators should be elected by the state legislatures not by the people. The House of Representatives should be the only body directly elected by the people.
Also, the right to vote should only belong to property owners and those who have served in the military.

Eliminate the US Senate, but require that federal legislation be approved by a majority of the United States.
That authority would be exercized by each State’s delegate to the Council of State, who would appointed by the legislature, for a one year term, and subject to recall.
The House of Representatives would be expanded by apportioning the House of Representatives among the United States and their territories on the basis of citizen voting age population, with at least one representative for each 100,000 such persons. The District of Columbia would be abolished.
