California Bill to Lower Voting Age to 17

Three Democrats and two Republicans in the California Assembly have introduced ACA-8. It would amend the California Constitution to set the voting age at 17. The authors are Democrats Evan Low, Autumn Burke, and Todd Gloria; and Republicans Randy Voepel and Phillip Chen. If the legislature approves the bill in the next few months, then the voters would vote on it in March 2020.

  1. This is why I think the National Popular Vote Interstate Compact (NPVIC) which would give all the electoral votes to the person who achieves a plurality of votes is tricky. If CA does this it would increase their overall votes, what if other states tried to match or even out do it? Since there is no set criteria for voters at a national level each state will try to maximize their impact.

  2. That is a good point. That is why there should be a federal law on voter eligibility, so the rules would be the same all across the nation. Article I permits Congress to do this for federal office.

    1-2-1 The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature.

    17 Amdt, para 1. The Senate of the United States shall be composed of two Senators from each State, elected by the people thereof, for six years; and each Senator shall have one vote. The electors in each State shall have the qualifications requisite for electors of the most numerous branch of the State legislatures.

    One of the Amar brothers has madethe argument that the EC is sexist. If the popular vote was used for president, states would rushed to debauch/enlarge their electorate.

  6. Letting 17 year olds vote in California while other states do not is no different than the way it was before the constitutional amendment giving women the right to vote. A few states allowed women to vote while a majority of states did not. No one complained back then. It wouldn’t be a problem today.

  7. @Robert As long as we keep the electoral college I agree with you. But if the NPVIC gets enough states then it will start affecting thing.
