New York City Charter Commission Hears from Experts All Across the Nation about Ranked Choice Voting

On February 25, the New York City Charter Commission heard testimony about using Ranked Choice Voting for city primaries and elections. Experts from all across the nation participated, including San Francisco Elections Director John Arntz. See this story. Thanks to Chris Jerdonek for the link.

PR system was then killed off.

Now minority rule with 51 gerrymander city council districts.

Kit, New York city had single transferable vote for city council 1937 through 1945. That is ranked choice as applied to multi-winner offices. Each borough was its own district. Otherwise there were no city council districts. Of course the more populous boroughs had more seats. The system enabled political minorities to win seats. Parties that elected city council members included Dem, Rep, American Labor, City Fusion, and Communist. The Communist Party elected one member from Brooklyn and one from Manhattan. Partly because of the Communist success, the voters repealed the system in 1947. The system starting in 1949 was the usual dreary single-member districts with Democrats winning every district except for two districts that elected a Republican.
