Texas House Kills Bill to Make it More Difficult for a Party to Stay on Ballot

On the evening of May 8, the Texas House killed HB 4416, the bill that would have raised the vote test for a party to stay on the ballot from 5% for any statewide race, to 10%.  Technically the bill was postponed until after the session is over.  The vote was 78-69.  Thanks to Jim Riley for this news.

  1. Today (Thursday) is the last day to pass House bills on second reading, A representative may request a postponement of consideration to a time certain. Typically, this is to allow crafting of perfecting language,or to shore up support. In some cases it is to avoid delaying consideration of other bills.

    The author initially sought to postpone until 9:30 p.m. This was by a record vote, which is unusual. The 78:69 vote was for this postponement. The Democrats were all-but-one opposed to postponement. This suggests that they had peeled enough Republican votes to defeat the bill. They also had five Republican votes.

    After the initial postponement, the author sought a postponement until March 2, 2020 (Independence Day).since this after the session, it essentially killed the bill.

    This also avoids an embarassing record vote.
