It also doesn’t protect rural areas from control by city populations like conservatives love to argue. In winner-take-all systems who effects the outcomes of the winner-take-all electoral vote of a state the most? Cities.
The reason the electoral college is out of whack with the popular vote is because in years ending in 4 or later, the electoral vote totals are already wrong because people have moved. Census should be taken every 5 years or move to a national popular vote.
All the more reason to encourage swing states to adopt ranked choice voting for President.

All the more reason to convince all states to adopt RCV for President. If all states had RCV or proportional EC vote distribution, each state would have the ability to tilt the election in either direction. It would be amazing.
Maine and Nebraska style district election of PEs is the more obvious solution. Already has public acceptance and several state legislatures (Penna and Virginia) have recently tried to introduce legislation.

The number of campaign events is an awfully strange metric for deciding who benefits from the current, winner-take-all Electoral College system.
Far more salient is that under the current system a Democrat living in a deep red state and a Republican living in a deep blue state can be well assured that their presidential votes will never, ever matter. That is profoundly unjust.
About 40 of 50 States are currently DEEP RED or BLUE.
Other 10 are purple.
(1) Apportion presidential electors among the United States and their territories on the basis of citizens over the age of 18. Require at least one elector for each 50,000 such persons.
(2) Require popular election of presidential electors, and give Congress time, place, manner authority in the same respect as they have with the House of Representatives. Set explicit qualification for presidential elector (e.g. 21, citizen for 3 years, and resident of state at time for one year before election).
(3) Electors meet in single body to choose president and vice president, by majority vote.
(4) Repeal 23rd Amendment.
Advantages:
(1) Recognizes citizens residing in Puerto Rico and other insular territories as right to vote for president. Eliminates disproportionality due to senatorial electors, and makes number of electors broadly proportional to electorate. The size permits meaningful proportional representaion (Wyoming would have at least 5 electors).

(2) Is respective of federal Union, permitting States to control details of their elections, but Congress could provide for district or proportional election just as they may (and havel for Congress.
(3) Forms a deliberative body.
