New York Governor Andrew Cuomo still hasn’t signed A8176, which sets the rules for the 2020 presidential primaries and puts them in April. According to this story, he may veto the bill. Then he would hope the legislature would pass a new bill, setting a February presidential primary.

  3. I thought the DNC policy was that only four states — Iowa, New Hampshire, Nevada, and South Carolina — were supposed to hold primaries or caucuses in February. Wouldn’t this clash with party rules? Or does that policy only apply on the Republican side?

  4. You’re right. It would violate the rules of both the national Democratic Party and the national Republican Party. The New York Democratic Party could theoretically suffer the loss of half its delegation. But maybe Governor Cuomo thinks it’s worth it. There is nothing the national party can do to stop a state from going early; all the national party can do is punish that state party.
