I thought the DNC policy was that only four states — Iowa, New Hampshire, Nevada, and South Carolina — were supposed to hold primaries or caucuses in February. Wouldn’t this clash with party rules? Or does that policy only apply on the Republican side?
You’re right. It would violate the rules of both the national Democratic Party and the national Republican Party. The New York Democratic Party could theoretically suffer the loss of half its delegation. But maybe Governor Cuomo thinks it’s worth it. There is nothing the national party can do to stop a state from going early; all the national party can do is punish that state party.
