Washington, D.C., City Council Passes Bill Lowering Number of Signatures for Some Offices

On May 5, the Washington, D.C., city council passed B23-0751.  It makes many changes to laws of all kinds, relating to the health crisis.  Section 23 of the bill lowers the number of signatures needed for a petition to place a candidate for Delegate to the U.S. House, or city-council-at-large, on the November ballot, from 3,000 signatures to 250 signatures.

The bill lowers the general election petition for city council from a ward from 500 signatures to 150 signatures.

The bill also says blank candidate petitions, and initiative petitions, can now be sent to potential signers electronically.  Potential signers must then print the blank petition on their home printer.  They may sign the printed paper, and e-mail the signature with a scan back to the campaign office that is collecting the signatures.  Or, of course, they can also postally mail the sheet back.  The bill also eliminates the requirement that petitions be on legal size paper.  They can now be on standard 8.5 inch by eleven inch paper.

Oddly, the bill does not seem to lower the number of signatures for independent presidential candidates, or the presidential nominees of unqualified parties.

  1. The bill pertains to all elected office positions that are local in DC, held by DC residents, who are conducting local campaigns. Those folks are who councilmembers have interactions with — not presidential candidates, and certainly not those outside the recognized political parties. So, they didn’t feel it made the cut as something warranting discussion to reach consensus among 13 members on an emergency basis. The bill also doesn’t reduce the number of signatures for ballot initiatives — which are proposals that most councilmembers likely feel they usually are best equipped to consider themselves.

  2. Gerrymandering is a disservice to the public that happens all over the country. The eight DC wards are not gerrymandered. For the most part, they’re quite contiguous and relatively compact. Even Ward 6, which is unique as it is the only ward that has parts in all four of DC quadrants, is still pretty compact. https://ggwash.org/images/posts/201103-redistgame.jpg

  5. DemoRep are you a District Voter. If your not stop your colonialist imperialism against the people of the District and its form of self-government. Your cold war era red-baiting is outdated and no longer relevant. Younger working people are no longer scared of socialism and People’s power. Democrats and Statehood Greens rightfully represent the range of opinion of most people in the District. The Republican party is about as welcome in DC as the KKK. Most people don’t see much of a difference between the two anyway, especially with Trump. This has nothing to do with gerrymander or whatever math games you want to play. Carve the districts any way you want and the result would still be the same.
