It’s interesting that for the most part, the anti-top-two folks aren’t more active in getting rid of Louisiana’s current top-two system. I’ve made this point before, but the only cosmetic difference between Louisiana and top-two is that in Louisiana *if* someone gets over 50% in the first round, they win outright. Otherwise it is essentially the same thing.

It’s also interesting that the pro top-two folks never seem to want to associate with the Louisiana model even though as you point out they’re basically the same thing. It’s also interesting to me that no historian is under any illusion about the original intent of the system which was to ward off primary challengers to then Governor Edwin Edwards. Kind of like how Top-Two in California was supposed to help Schwarzenegger have an easier time to become a Senator until he got caught fucking the maid. I’d argue Louisiana’s version is slightly better than the top two system because the first round is held on a general election date significantly increasing turnout. I’m not sure what the “anti-top-two folks” could really do though, Louisiana doesn’t have a system for citizen’s initiatives but it looks like that doesn’t matter as the politicians there have gotten sick of the system and are going to chug it out on their own.

Congress should change the law to require an Open Primary be held in October with the option to permit election by majority.
If a state chooses to hold partisan primaries, they must be held as a voluntary blanket pick-a-party primary, and not use any records of party affiliation or be held on the same date as other elections that employee such records.
In a voluntary blanket pick-a-party primary, all candidates including independents appear on the ballot. In addition there will be a party selection box. Each party would determine which party members could vote for their nominations. If a Democratic voter picked a Republican candidate for an office, the vote would be disregarded (unless the Democrats permitted Republicans to cross over). Any voter may cross over to vote for an independent candidate. If a party’s candidates received 1% of the vote, the top vote getter for the party would advance to the general election. Independents who received 1% of the vote would also qualify for the general election. The general election would require a majority for election.
