Alaska Top-Four Measure Passes with 50.55% of Vote

Alaska has virtually finished its vote-counting. Measure 2, which institutes a top-four system, combined with ranked choice voting in the general election (but not the primary election), passed with 50.55% of the vote.

  2. Comments on an earlier post indicated that even with the Top 4 a petitioning candidate would always be able to get on the general election ballot due to a separate provision in state law. Is that correct or no?

    That is what I was told by the official Reddit account in a discussion I had. When me and a few other users expressed concern over parties who are now on the general election being shut out they kept reassuring us they could still petition to be on the general election ballot. But, it seems they were either mistaken or lying, or I simply don’t understand election law. The bill repeals AS 15.25.140 which is the law that allows one to petition to be on the general election ballot. So unless there’s another law that allows this I believe it will no longer be a pathway. It does retain the ability to be a write-in candidate even if you lose the primary though.

  5. @Andy According to the Alaskan government, there are only three recognized political parties, Dems, Repubs, and Alaskan Independence Parties, that are in the ballot.

    RCV in single-winner election districts (Alaska) is also one-party voting system.

    The primay, not sure, one party could get all four slots. Mathematically the biggest party cam strategize to win multiple seats in Primary which single-transfer in general.

  7. Whenever only the biggest party wins, that’s a one-party system, RCV in single-winner election districts guarantees the biggest wins because there is no split-vote problem.

    Under the existing law, partisan candidates qualify by partisan primary. The partisan primary is converted to a non-partisan primary. ALL candidates apply for THE primary ballot. In Alaska this requires payment of the filing fee. $100 for statewide office, $30 for legislative offices. The fees may be waived for indigency.

    Then there is the general election. Under current law, winners of the partisan primaries qualify. That statute has been modified to say that the Top 4 from THE primary advance. There is currently section AS 15.25.140 that is the provision for a petition candidate to qualify for the general election ballot. But this is nonsensical since all general election candidates will qualify by the primary. AS 15.25.140 has been repealed.
