Washington State Think Tank Suggest Converting Top-Two System to Top-Four with Ranked Choice Voting

The Sightline Institute here advocates that Washington state convert its top-two system into a top-four system in which ranked choice voting would be used in the November election.

  2. It would be better to eliminate the primary and permit election by majority. If no candidate receives a majority, hold a Top 80% runoff.

    Determine top candidates who cumulative receive 80% of the vote (maximum of N-1) where N is number of candidates. The last qualifying candidate sets a threshold. Other candidates could coalesce their votes to permit additional candidates to qualify. All candidates except the leader may withdraw.

    Repeat as many rounds as necessary.

    Qualification should be by personal appearance at county courthouses (1/1000 of total vote in area in previous election). In Washington this would be around 4000 for statewide office, around 80 for legislative office.
