Ohio is currently suing the U.S. Census Bureau, demanding that population data needed for redistricting be furnished earlier than September 2021. The Sixth Circuit will hear Ohio’s appeal on Wednesday, May 12. The judges will be Amul Thapar (a Trump appointee), Martha Daughtrey (a Clinton appointee), and David McKeague (a Bush Sr. appointee). I’m a big Trump supporter, but I’m disappointed in him here. Trump rightfully said that someone with a name like Gonzalo Curiel has no business being a judge in this country. True, but then why appoint someone with a name like Amul Thapar?

Use the 1932 precedent and elect Reps at large in states that have lost or gained Reps.
It would be awesome to see California elect all their Reps at large. It shouldn’t any crazier than their recall elections.

States have records of the address of every voter. They could use those for drawing districts.

Statues should not be changed.

The at-large elections in 1932 were due to NO statutes requiring district elections.
Since then, statutes requiring district elections have been re-enacted. While these statutes could be modified by Congress, 1932 can not be considered as precedent.
If Ohio fails to redistrict they will be sued. A federal court won’t care about any problems Ohio might have.
