The US was fortunate that Germany and Japan were countries with educated populations.
Other places that the US tried to reform, like Vietnam, Iraq and Afghanistan, had much less educated populations, and more powerful tribal cultures.

Liberal democracy is not compatible with all peoples. Forcing it upon Afghans, as the US tried, led to the quality of life issues I mentioned. The puppet Afghan government was so corrupt and incompetent it caused the issues with electricity availability and lawlessness. The penalty for public corruption is much more severe under the Taliban, and rightfully so.
