Ohio election law professor Edward “Ned” Foley here argues that Congress ought to pass a stand-alone election reform bill, specifically a bill to restrict partisan gerrymandering in congressional elections. Conceivably such a bill could pass, because both major parties suffer from partisan gerrymandering. Republicans suffer from it in Illinois, Maryland, Nevada, and New York. Democrats suffer from it in Alabama, Arizona, Florida, Georgia, North Carolina, Ohio, Tennessee, Texas, and Wisconsin.
How is an anti-gerrymandering bill even Constitutional?
Article One says congress can pass election laws for congressional elections. That is why the bill to outlaw restrictive ballot access laws, introduced in 9 sessions of congress, by Congressmen Tim Penny, Ron Paul, and John Conyers, was always considered constitutional (although it never passed).

If marijuana can be outright legalized in certain states (and all drugs out-right DE-CRIMINALIZED in another-how is that workin for ya, OREGON?), then there is NO REASON a state cannot have it’s own “Redistricting Commission” that AZ, CA, NV, and several other states have!. When Congress WILL NOT ACT (and as long as the “top-two” political parties have the monopoly there, they WON’T!), nothing is stopping the states from having “non-partisan” people DRAW POLItiCAL DISTRICT BOUNDARIES (retired judges seem to be a good source to serve on these “redistricting commissions”). But if this yo-yo thinks CONGRESS is going to fix this issue, then he may as well take a simpler issue, like the National Debt, the deficit, and CONGRESS SETTING ITS OWN DAMNED SALARIES! Let the states handle this issue. Congress will not.

What kind action is proposed to prevent gerrymandering? I would suspect that it does not empower voters to choose for themselves rather than being allocated to electoral holding cells for ten years.

My thoughts exactly. The article provides no specific information about how the bill would prevent gerrymandering.
Presumably, the unspoken assumption is that some “non-partisan” commission will do the job. IMO, this is a weak reform because “non-partisan” boards and regulatory bodies get taken over sooner or later by the people that they are supposed to regulate.
A better solution would be to write into the law some method that actually allocates representatives by some sort of formula.
One idea that I have mentioned before is to require every Congressional district to be of a minimum size. What this would mean in practice that districts in metropolitan areas would most likely be multi member, and all districts would be more compact because of the area requirement. IMO, a good size would be no smaller than 1,000 square miles, about the size of the state of Rhode Island. BTW, give that RI currently has 2 Reps in Congress, the state would have to be a multi member district.
Another idea would be to require that Congressional districts be aggregated by counties in all states, such that the most populous counties would be aggregated first, and the less populated counties after that in order. Once again, this would probably result in many metropolitan areas having multi member districts.
If it was elected third political parties doing the gerrymandering against the two-tyranny parties than everyone would be for it.
Congress should require all congressional districts in a state have equal number of voters.
If they are out of balance, let the voters redistribute themselves. This could be done on an annual basis and does not require a census.
