Pennsylvania wouldn’t have this problem if it provided that candidates could get on primary ballots by paying a filing fee.

If a state charges an optional filing fee for ballot access, there is less need to worry about whether the candidate’s nomination signatures are from within the candidate’s redrawn district.

An all write-in general election ballot removes the need or justification for partisan primary elections to weed out names for the General Election ballot. No ballot censorship. No fees. No petitions. Let the voters vote with an uncensored ballot. Let the counters count legitimate ballots.
