California Reduces Petitions in Lieu of Filing Fee for District Office, for 2022 Only, Due to Late Redistricting

California petitions in lieu of filing fee for 2022 only are reduced, under SB 594, which was signed into law on September 27, 2021. However, the petitioning period is shorter than normal, because redistricting was late.

For 2022 only, State Senate and U.S. House candidates need 1,358 signatures instead of 2,000. Assembly candidates need 679 instead of 1,000. However, they are due February 9, little more than a month from now.

Signatures on California in lieu petitions are never wasted. The petitions don’t need to be complete. Every valid signature reduces the amount of the filing fee. If the petition is completed, then no filing fee is required. Thanks to Dave Kadlecek for this news.

  2. Depends on office:

    For district offices it is 1% of annual salary. US House $1740, Senate $1197, Assemby $1197.

    For statewide office 2% of annual salary. US Senator $3480, Governor $4371, Lt. Governor $3278, others in $3000+ range.

    The in lieu of signatures are worth around a dollar each. $0.73 for governor. If we assume it costs $5 per signature, it would cost $23,750 for a gubernatorial candidate, which would only be done for publicity purposes. Statewide candidates also require 65 signatures. In lieu of signatures can be used for this. So you do get a bit of discount on the filing fee (around $50). Conceivably a candidate could gather 500 signatures with volunteer help. This reduce the filing fee by a few $100.

    It is going to be real hard to gather signatures in California this February.

    Incidentally, the special election for US Senator to fill the Harris vacancy can have a winner in June.
