On April 25, a Kansas state trial court issued a 209-page opinion in Rivera v Schwab, 2022-cv-89, 29th judicial district, Wyandotte County District Court. It finds that the new U.S. House boundaries violate the Kansas Constitution, because they were drawn for partisan advantage and they also diminish the voting power of Black voters.

If “districts” were based on equal voting age population all voters in a state could simply “register” to vote in any “district” of their choice and receive a custom printed write-in ballot to vote for a U. S. Representative in that “district”. Since there would be a top limit on the number of voters in each district, they could not exceed one person, one vote on the state-wide basis. At present all geographical districts have varying voter turnouts because they are rigged to suppress the vote for one or the other of the two state subsidized parties.
If a voter moved it would not necessarily matter. Voters could change “districts” between elections.
Judges don’t need to control for whom voters can choose. Let the volters choose for themselves.
