U.S. District Court Strikes Down Arkansas Procedures for New and Previously Unqualified Parties

On September 30, U.S. District Court Judge Kristine G. Baker, an Obama appointee, struck down the Arkansas procedures for new or previously unqualified parties. She struck down the 3% petition, the early deadline, and the requirement that all signatures be gathered in 90 days. The Opinion is 83 pages.
