Why is that a consequence of minority rule? Majorities are quite willing to vote for professional liars and grifters who promise something for nothing and leave future generations with the bill.
Nevada is a swing state, and too important to let voters have too many choices, especially with plurality voting.
The real issue is less voter choice than the excess importance of government to far too many things. Secondary issue is its complexity and removal from human scale. The written laws should be easy to remember and understand and difficult to change, and government should not be concerned with matters beyond defense from foreign or criminal attacks.
