The Libertarian, Green and Peace & Freedom parties of California have announced their support of the recently formed ProRep Coalition, which advocates for adoption of proportional representation (PR) voting systems in California. Here is the ProRep Coalition’s website.

There can be no doubt that the adoption of proportional voting systems would greatly boost the electability of minor party candidates. Frankly, I don’t see that happening without PR.

    So I’ve been thinking… if it’s not feasible for a candidate to talk directly with voters, maybe the candidate is representing too many people. Is Party PR really the answer? At least do something like Single Transferable Vote, where you still vote for candidates.

  5. @Adam Cerini… Ideally you do both… single transferable for district elections and then keep about 30% of the seats in each state for party list proportional to push seat totals back into proper alignment (so called “top up” seats). Look up “additional member” proportional.

    Also I personally favor increasing both the size of the house and senate. That does two thing for the house, 1 it gives each congress member LESS weight per vote, and 2 makes the population per member smaller. For the senate, it would permit altering the election method there too; to something more proportional. My preferred number is 12 senators per state, 8 elected through single transferable (4 each in two different election years), 2 appointed, and 2 non-partisan senators using instant run off (in the year that the single transferable elections are NOT held; you would take the last two remaining candidates after all the vote transfers).

    This way the House is almost 100% proportional and the Senate is semi-proportional and at the same time you appease both the people that think the senate should be entirely appointed and the people that think it should be entirely non-partisan.

  9. And your solution is?…. Right nothing. The system is clearly broken and you offer nothing of substance to fix it. I thought this was the core of the MAGA argument anyway…. Things aren’t working because elites have screwed everything up… so get the elites out of the system and return the government to the people. Proportional representation does that, by removing elements like single party domination (and by extension domination by party leader oligarchs) in legislatures.

    If you’re not aware proportional representation doesn’t change the presidential system… nobody that favors proportional is suggesting a move to a parliamentary system or removing the election of a president or getting rid of the electoral college. It also would NOT create a congress that is elected nationally…. States still maintain their own representatives; and district elections and local lists for proportional still maintain localization…. There is no favoring cities.

  10. Aiden, thanks. I would maybe consider repealing the 17th Amendment, and have the federal Senate represent the state legislatures instead of the people at large. This concept could be extended downward: State senate appointed (voted) by county legislature, county senate appointed by municipal legislature. But that’s up to each state.

    As for the lower house, having 700,000 people per representative is not ideal. But having thousands of representatives also seems excessive (see James Madison). The less powerful the federal government is, the less this matters. And the lower down you go (state, county, municipality), the closer to the people you get. Maybe Party PR works better for the highest level, because individual candidates at that scale are so far removed from the voters.

Or you can go back to the aeticle, currently in page 2 here, about Michigan Republicans splitting, and read the comments of my good friend Roman Salute about solutions. Read the whole discussion while you’re at it. Long and short comments aren’t the issue. Direction of change is.

  12. First, the article does identify the basic problem (single member districts with plurality voting), and does recognize the associational rights of political parties.

    The solutions it offers has some good and bad aspects. Multi member district, especially in metro areas, would be an improvement.

    Voting for party lists, rather than candidates, is too foreign for Americans. We like to know WHO we are getting when we vote, and some of us like to split our tickets. Alternative voting methods in metro based multi member districts, such as ranked choice, approval or cumulative voting could produce more proportional results without party list voting.

    Also, it might be a good idea, to test any alternative voting method in just one House of the legislature, and leave the other House elected in the traditional, single member district way, thus creating a natural check on different constituencies within the legislature itself.

    Finally, in the case of California, their legislature is WAY TOO SMALL to offer enough representation to such a huge, populous, and diverse state. I don’t believe that either house meets the cube root rule for legislative size.

    IN fact, it might even be a good idea to divide California into several new states.

  13. Unthinkable that was @Aiden, right? I know what proportional representation is and isn’t. I’m against it because I don’t like politicians passing the buck. Each voter should have one representative per legislative body. I want no question as to who is responsible for representing me and who to punish or reward with my vote at the next election.

  17. A quick and easy way for California to expand the size of the legislature would be to have five state reps per Congressional district, all elected at-large within the Congressional district. No new, additional districts needed.

  18. This statement on Page 14 of the manifesto is offensive:

    “However, there is no federal law mandating how state legislative elections are

    The map on Page 18 is wishful thinking.

    A fundamental problem in California is too few legislators relative to the population. The map on Page 18 suggests 16 districts which would have 2.5 million people each. They would have wildly varying number of voters so that there would not even be geographical proportionality. Allocating five legislators on the basis of party results in quantizing the result. The examples given by advocates will show a party getting 20% or 40% of the vote. They don’t show what happens when a party gets 29% of the vote. They might hand wave that it will “even” out, and in other districts they might get 31% of the vote and get a bonus rounding to 2 members or 40%.

    But rounding is somewhat akin to flipping a coin. With only 16 trials you are unlikely to get exactly 8 heads and 8 tails. It is quite possible to get 12 heads and 4 tails. This quantization is not dissimilar to what happens in single-member districts where a party will get either 0% or 100% of the representation in each district.

    It would be better to adopt the John Cox concept of citizen legislature with 1000s of representatives elected with weighted voting. If a candidate receives 12,348 votes, they exercise 12,348 votes. Representation is perfectly proportional.

    Exactly. In California, the state senate has 40 members and the state house of reps has 80 members. They have 52 seats in the US House, more than the number of state senators.

    California’s population is just about 40,000,000. Using the cube root rule, California ought to have a state house of reps with at least 342 seats. They can achieve that very simply by electing 7 state reps at-large per Congressional district. No additional redistricting needed. They might also consider expanding the size of the state senate to 52 members, one per Congressional district, elected in the traditional way with plurality voting.

  20. New Hampshire is a state with 1,400,000 people. The state House of Representatives has 400 members. Some of them are even elected in multi-member districts.

    New Hampshire is the ONLY state with NO personal income tax, OR NO general sales tax. Not many commies or socialists there by any sense of the word. It appears to me that most folks in New Hampshire are well represented by their legislature.

  21. Another interesting fact about New Hampshire. The state constitution actually REQUIRES that the state hold an OPEN state constitutional convention every 20 years. Nothing wildly radical has ever come out of them.

    In California there is a constitutional restriction on money spent for the legislature (legislator salaries, staff, etc.). Under John Cox’s proposal the citizen legislators would be paid $1 per year.

    New Hampshire has more eclectic representatives. At a recent hearing on NH independence, the sponsor was asked whether he pledged allegiance to the American flag. He replied that he didn’t, because his allegiance was solely to God/Jesus. Another representative just as conservative and religious was opposed because he would have to cross the border into Maine to attend his church.

    The House chamber has hard wooden folding chairs. I don’t know if they have any offices or staff. They are paid $100/year with no per diem.

  25. Further, most towns in New Hampshire don’t even have a regular municipal government, but most voters run their towns in open town meetings, which usually meet in late winter, or early spring. There are probably open town meetings going on in New Hampshire this very weekend.

  29. If we want more New Hampshires, one thing we can try is to divide bigger states into smaller ones, getting government closer to the people. We would be better of without states that are the size of Texas or California, both of which could each be divided into four states, IMO.

  34. Yes, and to more local levels past that. How you would actually make that happen, in your country or ours, is less obvious. At least we got rid of the USSR, so it’s a start.

    Alaska has a nice, moderate climate, at least in the portion where most Alaskans actually live. I would scarcely wish to live somewhere subtropical like California. On a recent discussion, Jim Riley characterized -10 degrees as cold. I disagreed, since I don’t find above -40 to be uncomfortably cold.

  38. I have already make specific proposals about dividing states and expanding both Congress and state legislatures.

    IMO, the easiest of my proposals to enact would be to adopt the Wyoming Rule to expand the size of the US House of Representatives. It wouldn’t even require a constitutional amendment.

    The next easiest would be to divide the larger, more populous states into smaller ones. This is more difficult because it needs the consent of the affected state legislatures, and needs to be done in a way that maintains relative political balance within the US Senate.

  39. Even the easiest of your proposals would be extremely difficult to actually implement. The second easiest is extremely difficult to the point it has not happened since the uncivil war.

  40. Most of the proposals that I hear of either require constitutional amendments, or outright revolution against the current constitution. Some propose secession, usually without specifying whether it would be a negotiated secession (like Brexit), or just total unilateral secession.

    I think that these things would all be much less attainable, and have vastly more unintended consequence, that what I have proposed.

    Just because the present isn’t ideal doesn’t mean that the principle isn’t valid.

    What is the principle?

    You can’t have party proportionality if you don’t have geographic proportionality.

    Changing the composition of the General Assembly requires amendment of the California Constitution, and it is not a good idea to tie the legislature to Congress.
