Congressmember Don Beyer Again Introduces Bill for Proportional Representation in U.S. House

On March 20, Congressmember Don Beyer (D-Virginia) again introduced the Fair Representation Act, HR 7740. Here is the bill information on the website for Congress. For states that have at least seven members of the U.S. House, it would, if enacted, institute proportional representation in elections for the House.

  1. This bill has three distinct issues, and maybe ought to be divided:

    1. authorizing multi member districts.

    2. requiring RCV, and

    3. “nonpartisan” redistricting.

  3. Taiwan uses proportional representation for its parliamentary elections. Taiwan is the least likely country to be labelled “Communist”. Its very existence is threatened by Communist China.

    For #1, I think the bill requires multi-member districts, not authorizes them. To authorize is to allow (leave it up to choice). I also support a bill that repeals the laws that force every state to have single-member districts.

    I support multi-member districts for my state legislature.

    Some states are large and have different geographic/cultural regions within them. Why would you force them to elect all of their representatives at-large?

  6. Multimember districts are a bad idea. I want my representative to be directly responsible for constituent services and know whether to vote for him or against him based on how he represents me. Not pass the buck between multiple representatives for my district.

  12. This was a case of an outdated, crumbling wreck which inevitably collapsed. And I’m not just talking about the Biden speech this time.

  13. We need twice as many representatives as we currently have. At least 200 should be elected nationwide off a “national list.” That will be big enough for even third parties to get a couple of candidates. The bill as is doesn’t go far enough.

  14. Here is the current, ridiculously long title of the bill:

    “H.R.7740 – To establish the use of ranked choice voting in elections for Senators and Representatives in Congress, to require each State with more than one Representative to establish multi-member congressional districts, to require States to conduct congressional redistricting according to nonpartisan criteria, and for other purposes.”

    The bill’s text is not yet available on the congress.gov website, but based on the title alone, it would appear that multimember districts will be required in states with as few as two U.S. House representatives (not seven, as the initial post above states).
