New York State Petition Window Opens in One Week

New York state has the shortest window (42 days) for presidential petitions in the general election of any state. It starts April 16, one week from today. Here is a news story, which focuses on Libertarian Party preparations. This is the first presidential election in which the requirement is 45,000 signatures. It was 15,000 signatures starting in 1992, until the requirement was increased in 2020, but then eased in 2020 only due to covid.

Although Minnesota and Rhode Island have even shorter windows for non-presidential independent candidates, those two states have longer windows for independent presidential candidates.

  1. What was the requirement before 1992? And was the ballot retention requirement always 50,000?

  2. It was 20,000 between 1971 and 1992. The legislature lowered it in 1992, effective immediately for president but not effective until 1993 for other statewide office. The 1992 legislature did that because they were afraid Ross Perot would have trouble getting on in 1992 if it were 20,000. They thought it would be bad if he got on the ballot in every state except New York.

    Before 1971 it was 12,000.

  7. I thought the petition signature number went up to 45,000 valid for tge 2020 electiion. The Libertarian Party did not have to petition for President there due to the Sharpe for Governor campaign meeting the vote test for ballot retention. I am not sure if the Green Party still had recognized status there or not in 2020, but I recall the Independence Party having it and them nomination Brock Pierce for President. I do not think anyone attempted the minor party or independent presidential petition in New York in 2020.
