South Dakota House Defeats Bill to Ban Paid Petition Circulators

On January 27, the South Dakota House defeated HB 1087. It would have made it illegal to pay petitioners for circulating an initiative or referendum petition. The sponsor was Representative Travis Ismay (R-Newell). The vote was 28-38. The U.S. Supreme Court struck down such laws in 1988 in Meyer v Grant.
