Last month, two gubernatorial candidates filed petitions to be on the primary ballot of the Arizona Independent Party, Teri Hourihan and Hugh Lytle. On April 3, Hourihan filed a lawsuit in state court, alleging that Lytle doesn’t have enough valid signatures. Hourihan v Lyttle, Maricopa County Superior Court, cv2026-014149.
News reports say Lytle submitted approximately 6,000. The petition requirement is 1,771. It is unknown how many signatures Hourihan submitted. The signers must be either registered members of the party, or voters who are not registered in any qualified party.

The party is the No Labels Party. The name Ballot Access News gives is fake news, like most of the communist propaganda here.
If one looks at the Arizona Secretary of State’s page, at the voter registration data, it still shows Arizona Independent Party. The lawsuit isn’t over; there is an appeal.
Hourihan has also sued to keep a Green party candidate off the ballot. Without access to the exhibits it is impossible to determine if her claims have any merit. Arizona appears to have a petition challenge procedure similar to Illinois where a petition is presumed adequate unless challenged. In 2022 and 2024 around a couple of dozen challenges were made. There are only two for 2026, so far, not including the Hourihan challenges, so I assume that it is just a matter of timing before more challenges show up. I suspect that Hourihan is challenging whole sheets based on the circulator. Both the AZ Independent and Green challenges claimed that some circulators were dead.
It is not exceptional that Hourihan has filed a lawsuit in state court. That is the procedure for making challenges in Arizona. Since she filed pro se, she may have simply copied the format of past challenges.
One of her claims is that “inactive” voters had signed the petition. This is quite legal. An “inactive” voter is one who election officials have sent mail to, but was not received. When this happens, the election officials send forward-able mail to the voter. They may respond that they are still alive perhaps at another address; or they may confirm that they have moved to another state. If there is no response they are put on the “inactive” voter roll. If they miss the two next federal elections, they are removed from the voter roll.
12.1% of voters in Arizona are “inactive”. Some may have moved from the state. Some may have moved within the state and not updated their address. If they show up on election day, they can vote. They may sign petitions. There was a legislative hearing where the SOS had proposed removing “inactive” voters from the denominator for calculating petition requirements, reasoning that there was a good chance that they had moved from the state. The legislators had gone into a frenzy over excluding these voters simply because they hadn’t voted recently, and claiming that candidates should be rewarded for bring these voters back into the political system. Finally an elderly, perhaps ancient, official from the Maricopa County election office came down to explain what an “inactive” voter was.
Waiting to hear Miss Hourihan pop back up here, talk about herself in the third person and confuse all comment taters with Mr. Winger.
