Louisiana Governor Formally Cancels May 16 Congressional Primary

On April 30, Louisiana Governor Jeff Landry formally cancelled the May 16 primaries for U.S. House. The proclamation leaves it up to the legislature to draw new U.S. House districts and new deadlines for candidate qualification. See the proclamation here.   2. Hopefully they will switch back to the conventional open primary.

    That is what happened in 1996 in Texas when the SCOTUS ruled the congressional districts racially gerrymandered. The partisan primaries had already been held, but the general election was conducted as a special election. Special elections in Texas are all comers with party labels but no nominations. A runoff is held if no candidate receives a majority. In many of the districts, candidates who had been eliminated in the primary took a second bite at the apple.
