Any attempt to impose “bi-partisan” commissions on the states would just be re-inventing the flat tire.
Here’s my re-apportionment package for Congress:
1. Adopt the Wyoming Rule to increase the number of Representatives by 110-120 seats, thereby achieving greater proportionality among states.
2. Require districts to have a minimum size of 1,000 square miles, about the size of Rhode Island, and allow multi-member and overlay districts.
3. Require that candidates who run in elections using plurality voting achieve 50% of the vote to get elected, or have a run-off election if any candidate fails to achieve this for a seat.
