New Hampshire Legislator is Drafting a Bill to Deprive Presidential Nominees of Automatic Ballot Access in November if They Don’t Participate in Presidential Primary

According to this story, New Hampshire Representative Joe Sweeney (R-Salem) is drafting a bill that says if a qualified party doesn’t participate in the presidential primary, it must obtain 3,000 signatures to place its presidential nominee on the November ballot, as though it weren’t a qualified party.  Thanks to Frontloading HQ for the link.

    Article II
    Sec. 1. The executive Power shall by law be in a President and the other elected and appointed executive officers of the United States of America who shall take Care that the Laws and Treaties be faithfully executed.
    Sec. 2. (1) The Vice President shall by law be the Head of a Department when not Acting President.
    (2) Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress.

    They should hold a true Condorcet primary. With 436 congressional districts, there could be pairwise contests between 30 candidates. Over a 3.5 month period there could be biweekly contests (Tuesdays and Saturdays). In each contest the two candidates could hold a debate and then the voters choose between the two.
