Here is a Chicago Tribune story about the federal lawsuit filed on July 31 by Chicago citycouncilmember Byron Sigcho-Lopez.  The lawsuit argues that the 5% petition requirement for U.S. House independent and minor party candidates is so difficult in practice that it is unconstitutional.
