  1. Maybe what the UK needs is a truly federal system, with England, Wales, Scotland and Northern Ireland each having sovereign powers not expressly delegated to Parliament.

  2. I suspect reforming the House of Lords will be difficult. If the PM really wants to create a second elected legislative body (Senate, perhaps) then the House of Commons will most likely have to cede some power and authority to it. There are few politicians willing to voluntarily reduce their own power.
