His ballot label is “Green”, yet the Pennsylvania Green Party, which is not a ballot-qualified party, argued that he is not a bona fide member of the party. The court has not yet explained its decision. This decision appears to establish name protection for unqualified parties in Pennsylvania, which has not existed in the past.

Seventeen states allow smaller political parties to nominate candidates by party assembly. Arizona does not. In Arizona, almost anyone can run on any party’s ballot line without the party’s endorsement or consent, without any involvement with the party, and without any alignment with the party’s values. Under Arizona state law, all candidates run either by individual petition or by registering as a write-in. Arizona has two categories of parties. The Democratic, Republican, Libertarian, and No Labels Parties are “continuing parties.” They remain recognized political parties by getting at least five percent of the vote for Governor or by registering at least 0.67% of all registered voters in the state by October 1 of the year before the general election.
Arizona’s Green Party has never qualified as a “continuing party.” It has qualified as a “new party” several times via verified signatures on a party petition equal to at least 1.33% of the total votes cast for governor at the last general election, with distribution requirements.
Under a 1980 ballot access lawsuit by the Socialist Workers Party, candidates of a “new political party” need only a plurality of votes in the party’s primary to get on the general election ballot. In an uncontested primary, one write-in vote is sufficient.
Candidates may either petition onto a primary or file as a write-in for the primary. Petition signatures are subject to challenges that often disqualify candidates. The Arizona Green Party encourages candidates to use a primary election “write-in to win” strategy. This approach bypasses petition signature challenges. See: https://www.azgp.org/run_for_office_2026
In 2015, the Republican-controlled Arizona state legislature vastly increased the number of petition signatures required for candidates of “continuing political parties” to qualify for the ballot. This kept most Libertarian Party candidates off the ballot from 2016 through 2024.
Arizona Green Party Endorsements
The Arizona Green Party cannot stop anyone from running on the party’s ballot line, but it has an endorsement process. Candidates may seek the party’s endorsement by filling out an endorsement application and questionnaire. The state party then hosts a video meet and greet with questions and answers for candidates to pitch their endorsement to registered, dues-paying Green Party members. Party members then vote to endorse, not endorse, or actively oppose candidates running in the Green Party primary.
This year, Arizona Green Party members voted to endorse five candidates: Carlos Melendez for Governor, Jon Ralston for Secretary of State, Mike Cease for Corporation Commissioner, Gary Swing for US Representative CD6, and Mike Trachsel for State Representative LD6. Arizona Green Party members voted to actively oppose Risa Lombardo and William Pounds, who each filed for Governor, Duwayne Collier for Secretary of State, and Richard Grayson for State Representative. Each of these candidates chose not to participate in the Green Party’s endorsement process. Grayson emailed the state party a long, detailed argument for why the party should actively oppose his nomination.
David Redkey for Congress
David Redkey participated in the Arizona Green Party’s endorsement process. Party members voted not to endorse him. He initially filed as a Democratic candidate for Arizona’s 1st Congressional District. He was banned from the Democrats of Arizona and from the Phoenix DSA for relentlessly harassing, insulting, misrepresenting, and cyberstalking women in those groups. A moderator for Democrats of Arizona described David Redkey as a “crazed lunatic” and “a feral narcissist with a superiority complex.” He switched his affiliation from Democrat to Green and petitioned onto the Green Party primary for CD1. When his petition signatures were challenged in court, he withdrew his candidacy from CD1 and filed as a Green write-in for CD3. During the state Green Party’s endorsement process, party members expressed affirmation for his criticism of Israel, but also expressed concerns about his relentlessly aggressive, hostile behavior towards other people on social media.
Within a few hours of the endorsement meeting, David Redkey launched a series of false, defamatory attacks against the Arizona Green Party on his social media accounts. An emergency vote was called for the Arizona Green Party state committee to change the “Not Endorsed” rating to “Actively Opposed.” It passed without dissent. Redkey escalated his attacks against the Arizona Green Party and was blocked from all state party social media.
Richard Grayson for State Representative
Arizona Green Party members voted unanimously to “actively oppose” Risa Lombardo, Duwayne Collier, and William Pounds. Lombardo, Collier, and Pounds are all known frauds.
In my opinion, Richard Grayson has also crossed the line from being a perennial joke candidate to becoming an outright fraud himself.
Grayson publicly identifies himself as a “vote blue, no matter who” Democrat. He stated in comments to the Independent Political Report that he wants the Arizona Green Party to die permanently. He posted videos with graphically scatalogical language attacking the Arizona Green Party and published commentaries encouraging people to vote for Lombardo and Collier to destroy the Arizona Green Party.
Richard Grayson created a fraudulent “Pinal County Green Party” website for an imaginary county chapter, endorsing Democrats while attacking the Green Party. He emailed the Arizona Green Party – and me personally – with a copy of his voter registration change from Green to Democrat, with a comment stating: “Death to the Arizona Green Party!” Yet, he remains on the ballot as a Green Party candidate for state representative. Richard Grayson was also on Alaska’s 2026 open primary ballot as a Green Party candidate for US Senate.
Cartel Party “Green” Sham Candidates
There is a long history of what the Arizona Green Party calls “sham candidates” running on the party’s ballot line, dating back to at least 2010 – perhaps earlier. These are candidates who are not involved in and not endorsed by the Green Party, who nevertheless choose to file for the party’s ballot line. In 2010, there were allegations within the state party that a Green candidate for state representative was really a Republican. In 2010, a Republican operative recruited a slate of street people to run on the Arizona Green Party’s ballot line. That made national news. The Arizona Green Party sued in both state and federal court to remove these candidates from its ballot line, but the courts ruled in favor of the sham candidates.
Green Party petition signatures have been challenged to disqualify the party’s endorsed candidates, most notably Evie Reyes Aguirre for US Senate in 2018.
In 2024, both Democrats and Republicans petitioned sham candidates onto the Arizona Green Party’s primary ballot for US Senate. The Democratic sham candidate intended to withdraw if he won the Green Party’s primary to keep the Green Party out of the general election. The Green Party’s own endorsed candidate for US Senate, Eduardo Quintana, was a write-in candidate for the Green Party’s own primary, running against two cartel party-aligned sham candidates who were on the ballot. With an active campaign and national media coverage, Quintana defeated both sham candidates in that primary as a write-in.
Risa Lombardo and Duwayne Collier
This year, Risa Lombardo and Duwayne Collier have attracted considerable media attention as MAGA Republican political activists who petitioned onto the Arizona Green Party’s primary ballot for Governor and Secretary of State. Lombardo was a Republican precinct committeeperson until days before she filed as a Green Party candidate for Governor. She was married to the membership chairman of the LD2 Republican committee. She claims they have divorced. However, Arizona Mirror investigative reporter Caitlin Sievers found no record of the divorce. She reported that Risa and Michael Lombardo still use the same address. Duwayne Collier is a paid petitioner for Uncle Sam Petitions, representing Republican candidates.
I think the Lombardo and Collier campaigns represent election fraud on a scale that is unprecedented in Arizona. It involves a highly orchestrated conspiracy to defraud taxpayers through abuse of the state’s “Clean Elections” public campaign finance system to line the pockets of Risa Lombardo and Duwayne Collier’s family and friends.
Risa Lombardo was awarded $2.8 million in “Clean Elections” public campaign financing. Duwayne Collier was awarded $739,000. A third Republican candidate associated with Lombardo and Collier – Scott Neely for Governor – was awarded $1.1 million. (Neely lost his primary.)
This money was awarded in response to the submission of thousands of individual $5 contributions reported for each of these candidates. Lombardo spent more than $2,600 per vote to “win” the Arizona Green Party’s primary for Governor over the party’s endorsed write-in candidate. Lombardo funneled more than $1 million of public “Clean Elections” funding, and Collier funneled over $250,000 to Bootstrap Campaigns, a newly formed Las Vegas firm with ties to Republican operatives, no prior online footprint, and no other Arizona clients. Duwayne Collier paid his wife $20,000 in campaign funds before they took their kids on a nice vacation to Hawaii.
Investigations by the Arizona Mirror and the Arizona Clean Elections Commission found that Lombardo, Collier, and Neely reported overlapping $5 qualifying contributions from thousands of the same people, including many with no prior political donation history. Several voters told reporters they never donated and that their names and apparent signatures had been used fraudulently. The Arizona Attorney General’s office has opened a criminal investigation into the alleged fraud. The Arizona Clean Elections Commission has scheduled a hearing to demand that Lombardo repay $2.8 million and that Collier repay $739,000 in public campaign financing.
To add insult to injury, the corrupt “non-partisan” Arizona Clean Elections Commission invited all of the “actively opposed” sham candidates to participate in their televised debates while excluding two of the three Arizona Green Party’s endorsed candidates who are on the ballot from participating in their debates. The sham candidates invited to debate include Risa Lombardo, her chosen running lieutenant governor running mate Lisa Castillo, Duwayne Collier, David Redkey, and Richard Grayson. The corrupt “Clean Elections Commission” refused my RSVP to participate in the CD6 debate, and they excluded Mike Cease from the Corporation Commission debate.
Spoilers of a Rotten Political System?
Media coverage concerning Lombardo and Collier has mostly pushed the tiresome “spoiler” narrative that they are Republicans who are trying to spoil Democratic incumbent reelection campaigns by running as fake Green Party candidates. Media coverage mostly ignored the Arizona Green Party’s endorsed write-in candidates for Governor and Secretary of State.
The fundamental problems with Arizona’s rotten election system have largely been ignored by the media and by cartel party politicians.
Insincere cartel party operatives – both Republicans and Democrats – have a long history of flagrantly interfering in the Arizona Green Party’s primary election process to disrupt and misrepresent the Green Party, and to try to steal its identity, while “gaming the vote” under a rotten, misrepresentative election system. State election laws are designed to coerce smaller parties to run candidates for Governor in a perpetual, futile effort to break five percent of the vote for that one office to secure “continuing” party status.
In 2015, Republican state legislators deliberately sabotaged the Arizona Libertarian Party by increasing candidate petition signature requirements for “continuing” parties by about a factor of five. The practical impact of these rotten ballot access laws is that smaller parties must either submit party qualification petitions with upwards of 60,000 signatures every four years or collect absurd numbers of signatures for individual candidates, subject to challenge and disqualification. It’s “damned if you do, damned if you don’t.”
The bigger issue, of course, is that we’re stuck with an archaic winner-take-all voting system in single-member districts that can never provide fair representation for everyone. The outcome of most elections is predetermined by the demographics of single-member districts. Most districts are dominated by a single party. The rare competitive districts (so-called “swing districts”) are competitive only between the two cartel parties. Political minorities of all sorts are permanently denied fair representation by an entrenched structural design.
