Rwanda holds a presidential election on August 4. Six candidates petitioned for a place on the ballot, but three of them were told they don’t have enough valid signatures. Each candidate needed 600 signatures, with at least twelve signatures from each of the country’s 30 districts. See this story.
In 2016, an independent candidate for U.S. House in Illinois filed a lawsuit against the 5% petition requirement for that office. Gill v Scholz, central district, 3:16cv-3221. The trial will be held in U.S. District Court on September 18, 2018, more than a year from now.
The Saturday, July 8, print edition of The New York Times has this op-ed in support of HR 3057, the Congressman Don Beyer bill for proportional representation for most states in U.S. House elections. The co-authors are Rob Richie of Fairvote, and Reihan Salam, editor of National Review.
