Virginia Democrats Have More Legislative Nominees than Republicans

Virginia elects 100 members of its legislative lower house on November 7, 2017. Here is the list of candidates. There are 28 districts with no Republican nominee, but only 13 districts with no Democratic nominee.

The Green Party has nominees in five districts. The Libertarian Party has nominees in four districts. Seven districts have an independent candidate.

The Guardian Story Features Seattle’s Public Funding Program for Candidates for City Office

The Guardian has this story, explaining how Seattle’s public funding works. Every eligible voter is furnished with $100 in democracy vouchers, in units of $25. The individual is free to use them to donate to candidates for city office. The system is being used for the first time this year. Thanks to Bruce Ballin for the link.

Hopes Dim for National Popular Vote in Oregon

The Oregon legislature adjourns for the year on Monday, July 10. The National Popular Vote plan bills both had a hearing in the Senate Committee on June 21, but the committee has not moved either bill. HB 2927 is the standard National Popular Vote Plan bill, and it has already passed the House. SB 825 is a version that says the pact would not be passed until the voters vote on it. Although Senate leaders said they would support that idea, it is even further from passing than HB 2927, because SB 825 has never had a House vote.

No other state passed the National Popular Vote plan idea this year.

Project Vote Lawsuit Against High Cost of Buying List of Arizona Registered Voters is Settled

At the beginning of 2017, the cost of buying the list of registered voters in Arizona was far higher than the costs in any other state.  The state charged 5 cents for paper records per name, and one cent per name for electronic records.  This amounted to over $150,000 for a paper record, and over $30,000 for an electronic record, for the entire statewide list.  The state gave the list free to qualified parties.

Project Vote had been trying to reduce these costs since 2012.  In 2016 it filed a federal lawsuit, arguing that Arizona was breaking the federal NVRA, which says states must furnish the list “at a reasonable cost”.  The lawsuit was Project Vote v Reagan, 2:16cv-1253.

Earlier this year, the legislature passed HB 2412, which was signed March 31, 2017.  It lowers the cost for the entire list to $328 plus $0.0000625 per name.  That currently works out to approximately $500.  The cost per name is slightly higher for partial lists.

The state settled the lawsuit at the end of June.  Each side will pay its own attorneys’ fees.  Ironically, Project Vote this year has ceased to exist as an active organization, due to the difficulty of raising funds for its activities.  Thanks to Electionline for this news.
