James, when you say Maine is a one-party system, you are not being accurate.
Richard, Maine recently adopted RCV in single-winner districts and in those cases only one party will ever win. Always the biggest party will win 100% of the time with no exceptions.
It appears that the one-party system sits fine with editors of BAN but the United Coalition USA has been 100% against since 1992 – Lani Guinier (Not Rob Richie).
Our team corrected Rob Richie around 1994 but he responded with rhetorical twists.
We apologize to all those using ranked choice voting in single-winner districts and we didn’t do a good enough job to block the one-party system.
