  1. There are two issues that Mr. Feinstein writes about. They are separate issues and both worthy of debate. Do not think that one cannot have one without the other – either or both would be an improvement.

    I use to live in California. I too found the number of legislators to be too small for such a populous state. There are many state legislatures (upper and lower) with far more members. I agree that California should consider increasing its number of seats in both chambers.

    As for proportional representation, I would also like to see some form adopted. I don’t like the entire state being one big district with a unicameral legislature(which is not required under any proportional representation system). Why not keep the upper house single member districts (but with a larger number of seats than currently) and have the lower Assembly chamber elected by PR from 5 or 6 districts representing for example different parts of the state: Bay area, Northern California outside of the Bay area, Central coast and inland, Los Angeles, Orange county and San Diego metro areas.

  2. How about splitting up the state of California? The commies can have one state, and the real Americans one or two of their own.

    HEAR YE! HEAR ye! Bring the four-Caucus System!

    Our voices to bring voting power to female Electors was snuffed out when Brin (google registrant in Oct. 1997) launched off our backs but he did it wrong because “click the search” and “click the ad” are one-party voting systems. Facebook “click the like” and LNC round-by-round “click the box”, are also male-dominated approval voting (AppV) one-party voting systems.

    Our team is correct, only ranked choice voting (RCV), 1,2,3,4,5,etc.

    The California State LP and the Los Angeles County L.P. both blocked us for presentation of Presidential platform and debate in 2018 and 2019 so no Delegates nor Electors heard the plan for limited voting to bring the three-party system or the 539-party system to the 538-member Electoral College in 2020.

    The Presidential Electors’ votes, likely all votes, can be counted two different ways but only one way is democratically legit because there is no one-party or two-party system results under limited voting.

    One-caucus system (AppV) verses four-caucus system (Droop).

    Bring the four-caucus system (Droop Quota) to the Libertarian Party of Los Angeles County (LPLAC) Judicial Committee in 2021!

    The strict math of one-man-one-vote, and one whole vote per paper ballot under pure proportional representation (PPR), brings the four-party (or caucus) system. The first three names who break a four-way tie win by one vote each.

    Under PPR, the election of every name is a tie broken by one vote, if not, then we calibrate the threshold down until all the open seats are filled.

    In copies of paper ballots below the outsiders win one seat (Mark Herd), and when he stands down another outsider won the same seat (James Ogle), as backup.

    That way outsider caucus could keep the 1/3rd minority vote on the LPLAC Judicial Committee.

    Under approval voting (AppV) the outsider caucus didn’t win one seat but under the Droop Quota the outsider caucus would have kept one of the three seats (four-party system).

  12. Feinstein should get together with John Cox. Divide the state into districts with 5000 votes or less. Elect Top 5 candidates in each district. These representatives would have as many votes as they received. If there are more than five candidates, those eliminated transfer their votes to one of the elected representatives.

    The representatives would elect the assemblymen and senators. Assemblymen might be elected by district, while senators might be elected by statewide proportional representation.

    Representatives would vote on final passage of all legislation.

    I like what Duterte is doing about drugs in the Philippines. We need a real drug war like that. We ought to bring back segregation and have a lot more executions. And don’t delay them for years and decades with appeal after appeal. Just make it legal for law enforcement officers to execute criminals, dopers and illegals on the spot. Don’t coddle them with three hots and a cot for life or a chance to keep sneaking in the country again. Stop executing innocent babies and start executing criminals in real numbers.

    The best way to solve the drug problem is to legalize all drugs. It gets rid of the black market and removes the criminal element. Get your cocaine and heroin at Walgreens where purity and dosage have been guaranteed by the FDA and American entrepreneurs pocket the money.

    Open immigration would not lead to a billion people coming to the United States. If it did then that would be fine by me. But it won’t happen. When jobs do start to become scarce, then the immigration will stop on its own.

    There is nothing wrong with our descendants speaking a different language. Being American is not defined by language, blood, or soil. Being American is defined by accepting the principles found in the Declaration of Independence and the Constitution. A young Ayn Rand read those documents for the first time in Russian. It resonated with her very being. She knew that even though born in Eastern Europe, she was an American to her core.

  16. I think that Feinstine makes excellent points. I do not disagree with anything in his Op-Ed.

    The size of the United States House of Representatives should be increased. The British House of Commons has 655 members. They don’t find that an unwieldy number. The United States House should increase to at least 701.

    New Hampshire does very well with over 400 legislators. California could handle over 500 easily.

    The only thing that I can see as a draw back to proportional representation is, how do independent candidates fit in? If a candidate is not running with a party label how are their votes apportioned?

    Single Transferable Vote (STV), aka Ranked Choice Voting, which is a form of proportional representation, takes care of having independent candidates as one votes for the individual candidate not the party. Party list PR does pose a problem with independent candidates, which is why I prefer STV. STV also can be used in non-partisan elections.

    Think how corporate governance works. One share one vote. Most don’t attend the shareholders meeting, but rather grant a proxy.

    Now imagine that each adult citizen held one share, or rather a warrant for one share which they converted to a share when they voted. Not voting would result in the expiration of the warrant.

    Then when you vote, you would be issuing a proxy to your chosen representative. The only thing to guard against is a representative acquiring too many or too few proxies. That can easily be done by limiting the area in which your representative lives. If there were 4876 voters in a district, the most proxies that could be gathered is 4876 if the vote was unanimous. But it would not be unanimous. Other candidates, including independents would run knowing that they would not need to receive a majority or plurality.

    Compare to STV, we first create stacks of first choice ballots.

    An advocate for STV would then explain that we must rearrange the piles so that they are of equal size, and then justify creating a pile slightly smaller than the others which would be tossed in the trash, and that we didn’t really need to make the piles exactly equal because that would be too hard.

    But it is certainly not a necessity that the piles be of equal size. The whole scheme of STV flows from that false premise.

  40. If the United States had remained nuetral during WWI then there would have been a negotiated peace with much more favorable terms for Germany.

    Deal with each country individually. NATO should have disbanded in 1990 when the Warsaw Pact disbanded.

  41. I stand with the 50 members of the United States House of Representatives that voted against going to war in 1917. The United States and the world would have been much better off if the United States remained nuetral during WWI.

  42. The loss of American life from sinking of commercial ships by Germany would have been a welcome price to pay to avoid the American war dead from WWI and the much larger loss of life by preventing the European part of WWII.

    Was the Zimmerman telegram legitimate or was it a ploy by British Intelligence to dupe the United States into the war? Even if it was legitimate, so what? Mexico was too busy with the after shocks of the 1910 revolution to invade the United States. Pancho Villa’s raid on Tucson was a one off by a bandit. Not a precursor to invasion.

    Not always. I own shares of AFLAC. If you hold the shares more than 4 years you get 10 votes per share, whereas those owning shares less than 4 years only get one voter per share. From AFLAC’s recent proxy material:

    “In accordance with the Company’s Articles of Incorporation, shares of the Company’s Common Stock, par value $.10 per share (the “Common Stock”) are entitled to one vote per share until they have been held by the same beneficial owner for a continuous period of greater than 48 months prior to the record date of the meeting, at which time they become entitled to 10 votes per share. ”

    AFLAC is not the only corporation where this happens. Also, I used to own shares in a corporation where cumulative voting was allowed. So, for example, if there were 5 board members up for election and I owned 1000 shares I could vote 5000 (5 X 1000) votes for one candidates or split those 5000 votes amongst those running in anyway I chose as long as the total votes I cast did not exceed 5000.

    Interesting – but irrelevant to application to popular elections (unless we want to get one additional vote each year we live in a location, or let voters save up unused votes. Someone who last voted for Reagan would have 40 votes).

    But if a legislator’s vote is equal to their popular vote, then it is exactly proportional. It doesn’t require all the complicated schemes like STV. If I want Eric L. To be my representative, why should I also have my vote transferred to other individuals?
