Nebraska Legislative Committee Hears Bill to Eliminate Letting Each U.S. House District Choose its Own Presidential Elector

On February 17, the Nebraska Senate Government, Military and Veterans Affairs Committee heard SB 76. This is the bill that would change the system for electing presidential electors. Currently Nebraska lets each U.S. House district choose its own presidential elector. The bill would convert Nebraska to a winner-take-all system, now used by 48 other states.

This newspaper story says most witnesses testified against the bill. The only witness mentioned in the story who testified for it was the Republican Party state executive director.

  1. What we need is to cut out the electors and let the MoC’s that the electors replace dictate government policy for themselves. Parliamentary systems are infinitely better than presidential ones, and people don’t seem to understand that. The mean approval rating of any politician in the eyes of their constituents is going to be higher if the constituency is smaller, so people will approve of their government more if it is run by these more localized officials than a single president elected by everyone in the entire country.

    If you had enough votes for third party candidates for President such that no one got a majority of the electoral votes, then, by default, Congress would elect the President and Vice President. The electoral college is an amazingly flexible institution that is not deeply appreciated by Americans, because we are so fixated on the popular vote. It can effectively create a parliamentary system, if enough people choose to vote independently of the two party system.

    But, what I really like about the electoral college is that it allows every state its own method of voting. Different states could have plurality, district, ranked choice, approval, proportional, or even legislative voting all simultaneously in the same election. We couldn’t do that without the electoral college.

  6. IMO, if the advocates of NPV were really bold, they would go ahead and implement it among the states that are already participating. Then, they would get a taste of how it would work in practice. IMO, they would then see real problems that they have chosen to ignore or downplay.

The advocates of NPV ought to write a model voter registration law, submit it to the state legislatures, and then implement the NPV compact among those states that pass the model law, whether or not they have a majority of the electoral votes in the compact. Then, we can see how it will work in practice in the participating states.

    Once again, we see how versatile the electoral college can be.

  9. In fact, it could be an interesting test of the NPV concept if there were regional compacts. VT, MA, RI, CT, NY, NJ, DE, MD, and DC could form one regional compact, and award all their electoral votes to the overall popular vote winner in those states. Likewise WA, OR, CA and HI.

  11. The Polish-Lithuanian Commonwealth was quite liberal in many classical ways, and the monarchical elections were very broad based. Everyone with a noble title was an elector. Royal elections typically had several thousand voting attendees.

    There’s a reason that Polish noblemen like Pulaski and Kosciuszko took part in the American Revolution. It was not for personal adventure, but for a cause that they believed in.

  13. Poland was actually a refuge for serfs fleeting Russia. It’s one of the reasons that the Czarina joined Prussia and Austria to carve up Poland.
