Even though it was being expedited, there is no ruling yet, and the ballots have already been printed. This suggests a possibility that the Second Circuit might enjoin the law after the election is over. If the Second Circuit isn’t pondering doing that, it is difficult to know why it didn’t deniy relief weeks ago.
