The Orange County Register has this editorial in opposition to SB 696, which forces the American Independent Party to change its name by October 29, or be removed from the ballot.
On September 26, New York Governor Andrew Cuomo signed A8228, which lets voters switch parties as late as February of an election year. Voters often want to switch parties in order to vote in a particular party’s primary. The New York presidential primary is in April 2020 and the primary for other office is in June.
New York is still one of the most restrictive states for voter switches, but the old law was much worse. It required voters who want to vote in the 2020 primary to have switched by October 2019.

Andrew Liuzzo, a city councilmember-at-large in Jamestown, New York, has switched from the Republican Party to the Libertarian Party, and is on the ballot as the Libertarian nominee for Mayor in the November 2019 election. See this story.
The Hill has this article by Randall G. Holcombe suggesting that it is conceivable that the Libertarian Party 2020 presidential nominee could win the election. Holcombe is a research fellow for the Independent Institute, which is a libertarian-leaning think tank.
